Task tracking
A task records which agencies have responded and which have not. The list of target agencies is fixed when you publish, so the record does not shift underneath you while you are waiting on replies.
Custom classifications
Classify agencies and users on your own terms, including multiple values on a single agency, so the way the platform groups them matches how your state is actually organized.

Read state is tracked per agency and per user, and can be exported to CSV with the ORI and agency name attached, so “we told everyone” is something you can show rather than assert.

State certifications that assign themselves
